These challenges are identified as inequitable access to resources, increasing poverty, the degradation of the environment, the supranational efforts to acquire so-called 'global resources' and the concurrent global drive towards democratisation and good governance. It discusses local experiences; and the realities of the effects of liberalisation in the light of conventional globalist perspectives; and considers in particular water reform.
